How to be some "General Purpose" style?

If I need to design a General purpose "LCD Controller",
I must have many "reg" instances, but how to use them?

Are them like ROM for storing all needed bits to be taken
as the address signal comes?

If do so, will I have a general purpose LCD controller with
many big ROMs ?
