How to attach Techfile

Hi,
How to Attach the Techfile to a specified Library through
skill?.

Eg:
I have created a Library using dbCreateLib function. The next
step is attaching the Techfile to the Library.

techBindTechFile(designLibId technologyLib) ; Attach to the technology
library"
