That is the wrong question. I guess it can be done with a 4 bit CPU and
memory banking. It might just take a bit longer.

why only 4 bit... ? is there any good FPGA/chip for that?

As said, you can trade size against speed. What are your speed
requirements ? As for fpga's, have a look at the opencores site.
