How is a output buffer operation?

A output buffer is connected between output I/O pad and operation
amplifier output stage, how is this output buffer operations and
functions?

Well typically this is done to prevent loading, assuming this is an
analog question. For instance, an op-amp output pin with no
load attached (i.e. open circuit), will always behave as you calculated.

But consider this problem. Take a 9V duracell battery, and attached
both leads together. Ideally this is zero resistance, and thus the
battery must be putting out an infinite amount of current. This is of course
impossible, and we have overloaded the battery.

Opamps are similar, in that you may have a X volt output, but as soon
as you connect the next stage, it becomes a Y volt output. So what you
do is normally put a unity gain op-amp inbetween these stages to provide
isolation, aka a buffer.
