How cell phone Unlocker works?

Hi gurus. I am just wondering how they perform the unlocking of cell
phones?
Are there specialized circuitry involved? Or do they just plug in the USB
connector and hook it up to a PC and run some
softwares on the PC to clear out the flash memory? Anyone know?

It varies, some phones do just need a USB connector - others are more
involved.
