Check the connections where the wires and the vibrating motor meet.
There might be an open circuit there. A vibrating motor shaft has an
offset load which causes the movement. If there is solder on the
connection points, it may have cracked open due to the constant
vibration.

If solder is present at a broken connection remove as much of it as
possible. Then re-solder it after cleaning it well with some sand paper.
Also clean the wires to be soldered with some sand paper. Use rosin-core
solder with electric connections. Never use acid-core solder for such
repairs.

If the wires connecting at the motor are in good condition and the
device isn't working check the switch. Switches are moving parts and as
such are subject to wear and failure. You might need to replace the
switch.

If the unit is battery powered, I'm sure you have already tried putting
in new batteries. Sometimes the connection points in the battery holder
get dirty or react with the air to form an invisible insulating
oxidation. You can remove the oxidation by lightly sanding both the
contact points on the holder and the batteries.

If the motor is running but not vibrating the offset load might have
broken loose. The motor housing is probably sealed shut and is very
difficult to get into. If that is the case you might have to replace the
vibrating motor. They're not very expensive. You can find them online at
surplus electronics sellers like www.allelectronics.com
