I have a 31GX31BC when i turn on the tv the high voltage gos on and goes out
and the B+ is at 54v. i have change the str30130

Why did you replace that regulator?
Did you confirm that the regulator circuit was not functioning correctly by
powering a stable resistive load from it?
Have you confirmed proper waveforms on the flyback circuit on power up
attempts?
