help with euro_reader device for the sight impaired please?

Anyone shed any light on this,

It is a b/w monitor device in a case with lens and camera tube which allows
documents to be zoomed in with the built in camera and displayed on the
built in b/w monitor. It has 2 fluro tubes lighting the book or text which
is on a moveable platform below.

It is a Euro-reader from the Reinecker Reha-Technic company. Approx 10 -15
years old.

I am trying to locate anyone who can point me to circuit information
eventually. Can you help?

The problem is that there are 2 Osram fluro small U shaped tubes lighting
the text area. The whole unit works but after a couple of seconds after the
fluro starts lighting up, they flick off and a lighting control relay
clicks briefly, then they come back on again.

The circuit appears to be feeding a dc voltage to start the fluro action
which then switches back to ac 100v approx with in about a second (as
controlled by the multi pole relay. For some reason this control cct has a
problem and keeps swapping from start to run, then flicks back to start
again. keeps doing this until eventually one of the fluro tubes will sort
of glow yellow and it just buzzes.

I have checked all caps for esr and value, dc supplies are good and swapped
over a couple of 741 and lm358 ic's which are in sockets thank goodness.

Applying the old hair dryer for a couple of minutes i did get the cct to
remain on for about 10 minutes but it seem that only worked once! Not
really pointing to a temperature conscious fault!

As the fluro's light up well i don't suspect them. They are special on a
two pin base that clips into a socket. Osram DS 7W/21.

Anyone come across these or know of a service expert to talk to?
