help identify ceramic capacitor manufacturer BEL??

Hi,
I am trying to identify the manufacturer of a disc ceramic capacitor,
it has the letters BEL on it. Anybody have any ideas? Google searchs
didn't turn up anything.

http://www.bel-india.com/ is the only BEL I know of, but the website
doesn't list any capacitors.
