Help: Closed Loop Monitor

I remember a while ago, I found an article on the web regarding building
DIY closed loop monitor for car. Lost that article now.......

Basically it uses one LED to inducate either the car is in close or open
loop.

I think it uses a LM311N, a cap and a resistor.....
Has anyone got the detail of this circuit? or know any similar circuit??
