Grundig CUC7303

this set wont tune, voltages on the tuner are present,I2C is present ->
already replaced the tuner,TDA8262,F150 without any success... any tips or
hints what it could be?

the fault is in euras described as follow:

Intermittentl only blue picture (Video muting). (the tech tip holds an
extract of a circuit diagram)
