Good Devlopement Board for learning

[Inquiring Guy]

I'm looking into some development boards to play around with, to learn
how fpga's work and possibly scale up the complexity later on
(real-time audio processing, complex algorithms, etc.) What kind of
chip and board would best meet my needs for around 200 dollars?
