i need help on verilog for a frequency meter! if i was to connect my
fpga board to the function generator and apply some frequency how would
i measure that frequency on the FPGA?

You need a clock on the FPGA board to use as a reference. You can count
one clock with the other to get frequency or period information.

For frequency you want to figure out how many cycles come from your
frequency generator in one second. If you know the main FPGA clock, can
you figure out what a second is? For quick, rough measurements, this
works great. Accuracy with a 1 second measurement would be +/- 2 Hz.

For more precision there's much more detail that you may not be ready
for just yet.
