Fidelity F-14 Field sync not locking

I've got this portable television with the picture rolling vertically ie no
field sync. What should I be checking here?

First check to see that all the supply voltages in the video amp, sync amp,
and sync separator up to the vertical oscillator is are all correct. Follow
the signal path through with the scope to see that there is no loss of
vertical sync. A common cause are capacitors that fail to cause losses of
signal, noise, and instability.
