Enumeration by Host Controller

Hi,

I have a question concerning the enumeration by USB 2.0 host
controllers:
How does the host controller enumerate the devices, in a sequential or
in a random order?
Are there differences between controllers
or is it left to the designer's own controller programming ressources?
