Electronic Newbie - Please Help

Not sure where to get started on a project.

I work in a plant that requires our staff to drive around in golf carts to
check machinery. There are over 300 machines and we need to maintain. I
check several parts and write on a paper a 2 digit number which indicates
what tech or maintenance should be done to it. It would speed up time if I
could do the following:

I want to put a small transmitter on each of the machines. As I check them,
I will code the 2 digit code possibly with a remote of some sort or keypad..
I want to have that transmitter (very low range) transmit that 2 digit code
to a reciever that is in each golf cart that the techs drive around in. As
they get near the machine, the receiver should be small and have a 2 digit
led on it that displays the number that I have keyed in. If it's not their
number, they move on. I want to do this because some of the machines need
to be climbed and takes some time. This would probably speed up production
by 20% or so.

What do I need to do this? The devices are:

1 -Transmitter that sends out signal about 50ft max.
2- Receiver- should be small with LED 2 or 3 digit display (something the
size of the original digital watches - about 3 inch length)
3- A way of puting in the 2 digit code to be transmitted.

Just from curiosity, do you not use work orders ?
How do you track the history of the machines ?
Can the maintenance staff just take a machine out of service any time they
like for maintenance ?
