This guy was on C-span Books today. Fascinating concept, It is Semi

If you're worried about the collapse of a communication-dependent society,
I'd be less concerned about EMP from a weapon and more concerned about a
repeat of 1859:

A nuke or other EMP weapon might take out a city, maybe even a whole
chunk of the East coast. A repeat of 1859 could have the same effect but
on a global scale.
