I suggest a glass fence.

- No blast to play with
- No blast to to disturb beach tourists.
- Transparent, so plane "spotters" can still see the planes taking off
and landing.

Isn't the purpose of the fence to give them something to hold onto?

If they don't want tourists to stand at the fence because it is dangerous,
why don't they move the fence to a point where it is safe?

Oh yeah, because people come to stand a the fence and if they live they
spend their tourist dollars.
