EE, U. of Washington or ECE, U. of Texas at Austin?

I applied PhD degree for fall 2004. Up to now, I get an offer(TA) from
U. of Texas at Austin and I'm waiting the offer from U. of Washington.
My interests are CAD, Testing, Low-power design and System-on-Chip.
The professor at utexas, who is interested in me, is young - he got
his PhD from UC Berkeley and just became an assitant professor last
year. The professors in Washington are more experienced. Most of them
have been on their tenure tracks.
I'm not sure whether I should wait for the offer from U of Washington.
I heard that the job opportunities at Texas are much better than the
job opportunities at Washington. Is it correct?
Is there any advise about choosing these two universities?
What about the acadamic atmosphere, fundings, industry relastions and
job opportunities in the two universities? Thanks.

Maybe a more stringent English requirement is needed?

We have way too many foreign TA's in this country. Maybe you should
go back to China and make the big money ;-)

Way back when, when I was a TA, I taught two sections of an advanced
circuits lab. A non 'glish speaking TA taught the other two
sections. It's funny, but I seemed to have way more students
in my labs than I had in my grade book... hmmm? And that was more
than 20 years ago.

Really. This reminds me that in the late 70's I was a TA in
Germany, but at least I could speak the language back then
better than many of the foreign TA's I've seen here in the US.
