ebcot (jpeg2000) in verilog

hi,
i want to model bit plane coder (jpeg2000) using ebcot algorithm.
can anybody tell me how to obtain the code blocks of an image file
or, how to tile and get DWT co-efficients for an image which goes as
input to my verilog module
