what is the best freq.and dutycycle for ir leds ,used as night torch for
surveilance camera's?
and giving max ir light.
wich leds can i best use.

That's going to depend on what LEDs you use, their characteristics,
and their maximum power dissipation. You might want to think about
syncronizing them with the camera for maximum efficiency. Don't some
LEDs get less efficient when overdriven?
