Diamond View 17" monitor, model 1772e, horizontal jitters

Does anyone have any experience with a 17" Diamond View CRT monitor,
model 1772e? It has horizontal jitters at all resolutions. It may be a
rebadged Acer. The CRT is by Panasonic, the uP by Acer, and the
support chips by Mitsubishi and Philips.

These types of faults are usually attributed to aging electrolytic
capacitors in the power supply, scan circuits, and sometimes in the pin and
video processing areas. There are many reasons for scan jitter. Also, make
sure that the power supply is performing up to specs.

You can weed out the warn caps using an ESR meter. The more complex way is
to hard troublesoot the unit.

That's the first thing I did. All caps checked out OK.
