Dell Ultrascan P780 (Sony SCC-L29K-A chassis)

Greetings,

I am wondering if anyone has either repaired and or experience with repair
of a Dell UltraScan P780 (uses a Sony trinitron tube and Sony Chassis
SCC-L29K-A

The problem that I am having is when the power button is pressed, the green
power light will come on then turn off together with the relay and will
continue in such a cycle,

any help is much appreciated

flashing led's and their meaning.
