DC voltage decrease

Is there a way to cut the 9V DC supply to 3V without wasting 6V at a regulator ?
I'm looking for most mAh i can get.

Thanks.

Switching regulators are precisely for this. They do not waste excess
voltage, but convert one voltage to another, somewhat like a
transformer does for AC.
