Either something in the design IP (a patent or some such) that has some
export limitations, or something in the specification that prevents
export. Might even be something sillier, like if they're shipping
directly from a particular offshore source that does not allow shipping
directly to some countries for whatever reason.

Probably find that they're used in some piece of military kit, and are
deemed restricted for that reason. Better hope that no one designs a
2.2K resistor into a missile.

I was once prevented by UK customs from taking an Z80A based MSX
computer from the UK to France on the basis that Z80A processors were
subject to export restrictions. The fact that clones were being produced
in East Germany didn't cut any ice.

It may be subject to something in this:

which is just one of many sections. It would appear that if one makes
anything, one then has to go through these rules with a fine tooth-comb
to see whether it can be exported.

this is obviously an error due to the fact that if it were ITAR restricted
the data sheet would not be available. ITAR is applicable not only to
hardware but technical data as well. So if the item is in fact itar ( which
I doubt) then mouser have breached itar and are in for one hell of a fine.
EAR perhaps, but not ITAR.

I also note that intel's website has the datasheet and allows you to
purchase it, with no information about it's export restrictions.

I suspect someone bought a batch from mouser and had ITAR stamped on their
purchase order of source control drawing and that scared the bejeezus out of
mouser.

All i can think of is a mistake (although that doesn't entirely makes
sense), or paranoia on Mouser's part. If it were a mistake you would think
it would likely affect all parts from that manufacturer for that
application, yet the xx483 part from Intersil in DIP package is not flagged
as ITAR.

EAR relates to encryption technology & software if I'm not mistaken (at
least thats the form they send and get you to fill out for import). and the
last time I checked a MAX485 or equiv contains no such thing. Actually that
would be kinda neat, an RS-485 interface with embedded AES or DES encyption,
Maxim could charge about $85 a pop for that ;-)
