I recently picked up a non-working CT Systems Inc. communications service
monitor, model 3100. Does anyone know where I can locate a service manual or
get the unit serviced?

Search the test equipment section of http://www.big-list.com for
"service monitor". You will find several dealers who repair service
monitors.
