creating .lib file ?

hi all

i am pursuing m.tech vlsi desin and involved in standard cell library creation.

i have characterised my cells using cadence spectre.we don't have synopsys here.
we are having ambit. i know that using libcompile we can get .alf from .lib

my queries are
a)how to create a .alf file directly ?
b)is there any tool to create .alf file ?
c)is it possible to create .lib file in cadence ?

can i have some basic tips in creating those files.
