You could display RS-232 ASCII data on a VGA monitor with a PC running a
suitable terminal emulator. Is that what you want to do?

The two signals have no relationship/relevance to convert. It is a bit
like saying 'can I convert my kitchen mixer, into a 40ton Lorry'. The
answer at that point is 'no way', which is why there is nothing on the net
about it.
However the ASCII text represented by the RS232 signal, could be displayed
using either a PC (overkill), or a simple micro, with one of the chips
designed to allow it output video. It is going to involve a lot more than
a simple 'converter'. This way, the data carried by the RS232 signal, is
converted into text to display (just as you can carry the mixer 'on' the
lorry...).

Best Wishes
