Control on Calibre rve licenses

Hello all and Andrew,

I want a way to control on the no of calibre rve's opened by each
user.We have very few rve licences(calibreqdb).
When a single user opens all the rve's and the other users are not
able to get the license.
For this how can I make suchthat a single user can open atmost 2
rve's , if he tries to open the third rve , an error message has to be
printed.

Given that Calibre is a Mentor tool to which I don't have access, I can't
provide much advice...
