I use dielectric grease, available at any automotive parts store..
 
Some manufacturers use the dielectric grease as James stated, other
manufactures use RTV sealant, while still others use absolutely nothing,
hoping their rubber boot will suffice to keep dirt and humidity away form
the physical connection.

Still it is good practice to put some dielectric grease there.

Increases reliablity & less arcing. In fact I use this also on HV
blocks to make sliding leads in easier and decrease corrsion.
