LO-3V (Might be L0 or I0 or IO)
+80%-20%

What value does it have?

Can you post a link to a photo, if possible..??

if the part reads 10-3V, it could be 10pf @ 3v, but this is unlikely.

I should be able to tell you from the photo; if possible also include
something like, say, a 5mm LED for scale reference.
