This monitor when first turned on goes from great contrast to
washed out and very light picture. If I tap the top of it it goes back then
slowly the picture will come back from great to washed out again . the more
it heats up the better it gets until its great again and then stays that way
as long as I don't shut it down! Sound like bad solder connections ?

This can be a bad solder connection in the video path, or most anywhere that
the video signal is controlled or drives to the CRT. These can be tricky to
locate. If you are not trained in this type of service, you would be best
to take the monitor over to a place that specializes in TV and monitor
service. There is the possibility that there may be a loose connection, or a
bad connector as well. It is rare, but it can even be a component that has
become mechanically defective.
