Color bar generator

I need to make a simple color bar generator which can do following :

Output of color bar in PAL composite according to EBU 75% standard.
Output of pure black in pal , as well to EBU standard
1000 Hz tone

Any suggestion on how to accomplish this is welcome.

Well, it is simpler then a complex color bar generator used in broadcast
machines.
Any suggestions welcome, i'm sure there are chips for this.
