China has been playing catch-up in the same way that Japan did. They have now caught up with the rest of the world, and are now learning how to cope with the fact that developing new technology has a lot more blind alley\'s than copying technology that other people have developed, and requires a more flexible mind-set.

Xi doesn\'t seem to be all that willing to learn.
