Charger or Battery Bad?

Have 18v cordless drill. Flashing light on charger indicates battery's bad.
The battery doesn't charge. However, I have reason to suspect the charger
may be bad. Can someone suggest a method to test charger with voltmeter or
whatever?

The best way to determine whether or not the charger is good is to attempt
to charge a "known" good battery. Depending on the circuitry in the charger
you may obtain strange or misleading voltage readings even if the charger is
OK.
I would tend to believe the "Flashing light" on the charger indicating that
the battery is bad. Batteries go bad a lot more often than the chargers...
if the battery is more than a couple of years old, it is suspect, even if
you have not used it much..... they can go bad in just a year or two all by
themselves.
Why do you have reason to suspect the charger???

Do you have a voltmeter....Measure both the voltage of the charger and the
voltage of the battery.
Then email me back....

I did as you suggested and you're right -- it's a bad battery. Another that
I knew was good, indicated bad, but the indicator later changed to good. On
the bad one it never changed.
