Capacitor in old amplifier

I am restoring two old Harman Kardon Solid States amplifiers. Inside two
amplifiers, there have a lot of black color capacitors and looks like in
plastic tube casing. They are made buy Callins and have polarity. Positive
end is red color and the other end in black color. When I use a ESR meter
to check them, for an example, 100uF has 0.03 ohm and 10 uF has 0.05 ohm.
When I use a LCR meter, it display 130uF on 100uF capacitor and 15uF on 10uF
capacitor. It looks strange for me since two amplifiers are made in 1964
and 1967 and I always see the capacitors decrease its values from time
being. Are those black color capacitors in good condition or they appear in
defective condition? Are they electrolytic capacitors or the other kind?

With readings like that, I'd say they were good. (Yes, they are
electrolytics)
