Can a battery be recharged and be used at the same time?

I have a lithium-ion battery pack that has an inlet for recharging and an
outlet for electronic devices. I wonder how it is able to be recharged at
12V and supply a 5V to the devices at the same time?

Most can, the charge is reduced until the load is removed of course.

This can be done, providing that the charger can supply unity power. Many of
the cell phones, and some video cameras are designed this way.
