Did you mean DTMF (dual tone multi frequency) touch tones? I would assume
they are the same in Mexico as they are in US since the system has been in
use since 1960s. Here is a nice read on the subject:

You could also post in another newsgroup, comp.dcom.telecom.tech to see if
someone from Mexico can actually 100% confirm that.
