Is it by law that any, and all electronics goods, such as mobile phone to be
C-tick?

The mark that applies to mobile telephones is the A-tick (C-tick for the
charger only). For mobile telephones this mark covers the following
regulatory frameworks (the links point to information):

For the battery charger:

The phone must also meet the disability standard - the marking regulations
do not refer to this hidden, but nonetheless mandatory requirement. In
short, for a CMT you need a 0.4 mm raised pip on or near the digit 5.

Additionally the battery charger must also be approved by one of the state
electrical regulators and marked with the approval number or RCM mark (Qld
given in the example below)

That's probably correct, under the "laws" they administer the A-tick and C-tick
probably aren't required.
