C.T.C.203AX no turn on

Hi!
First, is the voltage on pin 19 U13101 supposed to be 5.2 or does it
come up when the set turns on? I have the voltages on cr 109 108 and 107, I
have the 16 volts onQ105 but Q104 won't turn it on to get the voltage at
U104.
5.2 volts on the eprom are o.k.

The U13101 is micro. Micro and eeprom must have supply all the time.
The rest of other voltages is switched and other supplies is from
flyback transformer. Check other suggestions provided below first.

Does tv have a PIP? Pull the F2PIP module, (untwist the tab to let
tag through slot before gently unlatching each connector and wigging &
pulling to get each connector free.

The LM317 regulator on F2PIP quits outputting 3.3V for F2PIP IC and
jams the data bus (keep set "dead") when setting voltage is lost
caused by cracked solder joint on the voltage divider, only two SMD
resistors.

Take out L14401 inductor coil out and get all glue off (with your
hands and poke out the hole free of glue. Resolder as usual. L14401
is placed between horizontal transformer and the base of horizontal
transistor. Glue breaks the solder connection, give no picture and
good audio.
