blanking between channel changes

I just got an Apex tv. When switching channels, there is a slight pause,
during which the screen goes black. Changing a channel is not
instantaneous, it instead takes maybe a 1/3 to 1/2 sec. The flashing of
the screen is very annoying when watching tv in a dark room.

Why does the blacking out happen? Is it deliberate, or an unintended side
effect? Thanks.

You are complaining about the normal operation of most tv sets.
1/2 to 1/3 second is not much time at all for the afc circuit to lock in the
channel and is completely normal for essentially all modern tv sets.

Well, that's useful info but you haven't addressed the major point. What
about the blanking/blacking-out of the screen between channel changes?

Would every modern tv do that also?

All modern tv sets blank the video in some fashion until the afc lock is
achieved.
Some tv set designs do this a little faster than others.
Some cable systems have the tv stations so far off channel center that it
takes longer on those systems as well.

Most tv sets simply go to a black screen whenever there is loss of hsync
from the input signal. The hsync will not lock in until the AFC circuit has
locked in the channel.

A very few tv sets (usually RPTVs) go to a gray background screen during
channel change to minimize the blinking effect from a bright scene to the
dark during channel change then back to a light scene. It needs noted that
my 29XBR Sony of about 10 years ago blacks the screen during channel change,
when on cable up to about 1.5 seconds.
