black dots on capacitor

I have a capacitor marked like this:

105=10 00000 pF

What are the filled black dots above and below the numbers? I'd be
interested in the voltage rating. The case is a brownish red cuboid
with round edges, about 5*5*7 mm, radial. Polyester?

Are these voltage rating markings? Polyester?
