Arrg, what a horrible link. Why not just give
BQ25713 part number? That's a nice buck-boost
charge-controller, but it needs I2C programming,
comes in WQFN-32 surface-mount package, do with
machine assembly. Or purchase an eval board,
$155, plus the required EV2400 interface, $206,
and run everything from your attached computer.

Yes, a nice $5 part, but requiring a considerable
engineering and manufacturing investment to put
to practical use. Keep looking and report back.
