I hear that in Japan there is a Lithium Ion battery that does not discharge (at
least it takes many years). How is this possible, and is this even possible?
I read about this battery on the web somewhere, but cannot cite the source at
this time.

Sure, it weighs about 400 pounds, and outputs 3V at 1 amp max.
Cost? well as a one of a kind, priceless!

Lithium-manganese cells have a very low self discharge rate of <2%/yr.
Guaranteed shelf life of 10yrs. But it depends on storage temperatures.

They are good for life-jackets and the like.
If you separate the electrolyte you could activate the cells only in an
emergency event. Zinc-oxide cells come to mind.
