Basically, what i want is some kind of "latching device".

Assumed it has 4 pins.

When a pulse is feed with Pin1 is 5V, Pin2 is 0V, Pin 3 and 4 becomes
internally connected.
When a pulse is feed with Pin1 is 0V, Pin2 is 5V, Pin 3 and 4 becomes
internally disconnected.

For most of the time, Pin1 and Pin2 are 0V.

do google on "latching relay". Teladyne makes one in a small can form
factor.
