Dunno which google you used, but I got a raft of .pdf's.

Lose the S (manufacturer's prefix). Search on 93C46 in .pdf format

Its a jellybean EEPROM. Wads of people make them. SPI interface, 1KEEPROM
from memory.

Nope, just an SPI port on a micro or some bitbashed lines on a micro or a
parallel port, perhaps even a serial port. There should be plenty of stuff
on the net for driving SPI devices.
