A progressive carbon fuel tax would be preferable according to Milton Friedman but if a complete ban is more politically correct, then that'll be what happens.

A large state like California has options but it cannot do everything alone, just R&D. Even the U. S. cannot do it alone.

Seems to have worked awfully well. But it's no longer "simple as
that"... find me ANY modern day car that doesn't run on a
microprocessor?
