The resistance between the primary(P) and bad pin is 360-Ohms. Between
P and 20V & 19.8V pins(S3,S4) infinity. Between bad pin and S3 & S4,
infinity.

The pin you are refering to as the bad pin is the other primary pin. The
resistance ok. You should have infinity between either primary pin and
either S pin. You should check resistance between S3 and S4 if you want to
know the secondary resistance.
