ADCs maximum sampling rates

Can i get a sampling rate much lower than the stated sampling rate, i mean is it controlled by the user or what?
i want to use the ADS8528, from the datasheet the maximum sampling frequency per channel is 480ksps/channel for serial interface to get lets say from 8-20 ksps/channel ??

There's no minimum sample rate on that part. You can drive the
CONVST_x pins any way you like.

What John said is true in general -- most general-purpose ADCs work by
having you initiate the conversion, which you can do at whatever rate you
want.

There may be something better at 20ksps.
