A North American (USA) electrical code question

Greetings All,
I've looked thgrough the NEC code book but have been unable to find my
answer there. I'm sure it's there someplace but I can't find it.
Anyway, in my wife's new shop she needs another sink installed. The
ideal wall has a Load Center (breaker panel) already installed. The
bottom of the panel is 60 inches from the floor. The sink height will
be 30 inches from the floor. The sink will be almost directly beneath
the panel so there will be 20 inches from the sink to the panel. Will
the proposed location be a code violation?

Talk to the local building inspector, since they have the final say.

Check the clearance regs around the panel box. You can't block access.

Thanks Tom and everyone else who replied. Your answer Tom is the one
that fit. I finally was able to get an inspector to call back when I
was available, eliminating ongoing phone tag. In Washington all
electrical inspections are done by the state through Labor and
Industries so it's hard sometimes to actually speak to an inspector.
As it turns out blocking access is the problem. No permanent
structures, like a counter or sink, are allowed beneath or above the
panel and 30 inches to each side. So I will need to put the sink on
another wall.
